The Non-Saudi Real Estate Ownership Law takes effect

REGA announced the law in force, opening ownership to non-Saudi individuals, companies and entities through one digital portal.

The Real Estate General Authority announced that the Non-Saudi Real Estate Ownership Law took effect on 22 January 2026, allowing non-Saudi individuals, companies and entities to own real estate across the Kingdom's regions.

Residents apply directly with their Iqama number through the Saudi Properties portal, while non-residents start with a digital ID issued by Saudi missions abroad, and non-Saudi companies first register with the Ministry of Investment.

REGA confirmed that ownership in Makkah and Madinah is limited to Saudi companies and Muslim individuals.
